An act to add Section 14079.7 to the Welfare and Institutions Code, relating to Medi-Cal.

SB 7, as amended, Aanestad. Medi-Cal: reimbursement rates.
Existing law provides for the Medi-Cal program, which is administered by the State Department of Health Care Services, and which provides health care services to qualified low-income persons. Existing law prescribes various requirements governing reimbursement rates for these services.
This bill would state the intent of the Legislature to enact legislation that would increase Medi-Cal reimbursement rates for providers over the next 8 years and to make it a budget priority to increase the lowest rates first. would require, commencing January 1, 2009, the reimbursement levels for physician services under Medi-Cal to be increased to 80% of the amount that the federal Medicare Program reimburses for these same services, and would thereafter require the rates to be increased annually in accordance with the California Consumer Price Index.

The people of the State of California do enact as follows:


SECTION 1.

 Section 14079.7 is added to the Welfare and Institutions Code, to read:

14079.7.
 (a) (1) Notwithstanding any other provision of this chapter, the reimbursement levels for physician services under Medi-Cal shall be increased to 80 percent of the amount that the federal Medicare Program reimburses for these same services, commencing January 1, 2009.
(2) After the implementation of the rate increase described in paragraph (1), physician rates shall be increased annually in accordance with the California Consumer Price Index.
(b) The increase of reimbursement rates described in subdivision (a) shall be made for physician services rendered on or after January 1, 2009.

SECTION 1.

It is the intent of the Legislature to enact legislation that would increase Medi-Cal reimbursement rates for providers over the next eight years and to make it a budget priority to increase the lowest rates first.
