(2) Child care services for CalWORKs recipients pursuant to Article 15.5 (commencing with Section 8350).
(c) The data collected, aggregated, analyzed and reported to the Legislature by the department pursuant to this section shall include, but not be limited to, all data regarding state-subsidized child care and development programs that is deemed relevant by the Superintendent of Public Instruction and all of the following:
(1) General information about Information about the entire population of families and children served by child care and development programs aggregated by ages
age groups, including zero to two years, three years, four years, five years, and six years and older. The information shall include, but not be limited to, all of the following:
(A) The number of children enrolled in child care and development programs aggregated by program type and ZIP Code of head of household.
(B)The number of classes funded pursuant to general child care and development programs and state preschool programs.
(C)The number of families seeking part-day preschool services each quarter on the countywide centralized eligibility list established pursuant to Section 8227.
(D)The number of families seeking full-day preschool services each quarter on the countywide centralized eligibility list.
(E)The number of families seeking preschool services who remain on the
countywide centralized eligibility list.
(B) The family income.
(C) The family size.
(D) The county of residence of the head of household.
(E) The ZIP Code of the residence of the head of household.
(F) The ages of children served.
(G) The race and ethnicity of children served.
(H) The gender of children served.
(I) The number of foster children or wards of the court served, as defined in
subdivision (c) of Section 1527 of the Health and Safety Code.
(J) Whether the setting is a center, family child care home, exempt home, or other category as determined by the department, in which child care and development services were provided.
(2) Information about each child age three to five years, inclusive, who is enrolled in child care and development programs and his or her family the characteristics of families and children served by child care and development programs, collected on a biennial basis using a statistically valid sample, including, but not limited to, all of the following:
(A)The age, race, ethnicity, and gender of participating children.
(B)Languages spoken by the child, including his or her primary language.
(C)Whether the child is limited-English-proficient.
(D)Whether the child is an individual with exceptional needs, as defined in Section 56026.
(E)Whether the child is severely disabled, as defined in Section 56030.5.
(F)Whether the child has been referred to child protective services.
(G)Whether the child is a ward of the court or a foster child, as defined in subdivision (c) of Section 1527 of the Health and Safety Code.
(H)The amount and sources of the income of the child’s family.
(I)The amount of the family fee paid to program for the child, if the child is attending a program other than a state preschool program.
(J)The number of members in the child’s immediate family.
(K)The ZIP Code of the head of household for the child’s family.
(L)The total number of hours of
child care the child receives each month.
(M)Whether the child’s parents or guardians regularly meet the program requirements for parental involvement, including the causes for failing to meet requirements.
(N)The total number of children enrolled in subsidized full-day care, in addition to subsidized part-day preschool.
(O)The total number of children whose families would like to receive subsidized full-day care in addition to subsidized part-day preschool, but do not currently receive it.
(A) Children identified as being severely disabled by program type.
(B) Children identified as being children with exceptional needs, as defined in subdivision (l) of Section 8208.
(C) Children identified as being limited English proficient.
(D) Children who have been referred by a county welfare department child protective services worker as needing child care and development services.
(E) Children who have been referred by a licensed qualified professional as at risk of abuse or neglect and needing child care and development services.
(F) The primary language spoken by the child receiving services.
(G) The monthly hours of care per child by program type.
(H) The monthly family fees per child by program type.
(I) If the head of household is a single caregiver.
(J) The number of children served in a subsidized part-day preschool program, including Head Start, who are also receiving a subsidy for services to provide full-day child care.
(K) The range of activities in which families participate in the child care and development program.
(L) Barriers to parental involvement and participation in the child care and development program.
(3) Information regarding each instructional and management staff member members employed by general child care and development programs and state preschool programs
collected on a biennial basis using a statistically valid sample, including, but not limited to, all of the following:
(A) The type of permit or authorizing credential held by each staff member, aggregated by classroom and program type.
(B) The highest educational level attained or by each staff member or the number of college credits earned by each staff member who has not yet obtained an associate, baccalaureate, or graduate degree.
(C) The total number of years of experience working each employee has worked as an instructional or management staff member.
(D) The total number of years of experience working each employee has worked at his or her current program.
(E) Languages The languages spoken by the staff member.
(F) Whether the staff member has The number of staff members who have received training in educating children who are limited-English-proficient.
(G) Whether the staff member has The number of staff members who have received training in educating individuals with exceptional
working with children with disabilities or other special needs.
(d)Data collected pursuant to paragraphs (2) and (3) of subdivision (c) may reflect the entire population or a sample of the population of child care and development programs serving children ages three to five years, inclusive, staff members, and enrolled children.
(e)To the extent deemed possible by the Superintendent, the data and findings reported to the Legislature pursuant to this section shall be both of the following:
(1)Statistically significant and representative of child care and development programs, their staff members, and enrolled children.
(2)Aggregated by program type and ZIP Code.
(f)Data sets and the annual report to the Legislature described in subdivision (a) shall
be on the department’s Internet Web site.
(g)The department shall ensure that information that personally identifies or compromises the identity of a child, family, or staff member about whom data is collected pursuant to this section is not reported to the Legislature or otherwise released to public.
(4) Information the department is required to collect for the countywide centralized eligibility list pursuant to Section 8227, including, but not limited to, all of the following:
(A) The number of children eligible and waiting for subsidized child care and development services, as determined by the department, aggregated by age groupings pursuant to
paragraph (1) of subdivision (c).
(B) The number of children for whom part-day preschool is requested.
(C) The number of children for whom part-day child care and development services, other than preschool, are requested.
(D) The number of children for whom full-day child care and development services are requested.
(E) The number of children for whom both part-day preschool and full-day child care and development services are requested.
(F) The number of children for whom evening child care and development services are requested.
(G) The number of children for whom weekend child care and development services are
requested.
(H) The number of consecutive quarters children remain active on the countywide centralized eligibility list up to a maximum of 12 quarters, aggregated by family income groupings, as determined by the department, and program type.
(I) The number of children who are eligible for a subsidized child care and development program but are not receiving services. The department shall coordinate with the Department of Finance to collect the data described in this subparagraph.
(d) In order to collect the data described in paragraph (1) of subdivision (c), the department shall augment and expand the Child Development Management Information System currently used to collect data for federal reporting requirements.
(e) To the extent deemed possible by
the Superintendent, the data and findings reported pursuant to subdivision (a) shall be aggregated by program type, county, or ZIP Code.
(f) The department annually shall post the report required pursuant to subdivision (a) on its Internet Web site.
(g) To the extent deemed possible by the Superintendent, all data collected pursuant to this section annually shall be posted on the department’s Internet website aggregated by ZIP Code, allowing for the combination of ZIP Codes to the extent necessary for the department to comply with federal and state requirements regarding confidentiality.
(h) The department shall ensure that information that personally identifies or compromises the identity of a child, family member, or staff member about whom data is collected pursuant to this section is not reported to the
Legislature or otherwise released to the public.
(i) This section shall be implemented only to the extent that funds are appropriated for its purposes in the annual Budget Act or other statute.
