An act to add Section 31166 to the Public Resources Code, relating to natural resources, and making an appropriation therefor.

SB 584, as amended, Corbett. San Francisco Bay Area Conservancy Program.

The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, an initiative statute adopted by the voters at the November 7, 2006, statewide general election, among other things, makes $108,000,000 in bond funds available for the San Francisco Bay Area Conservancy Program.

This bill would appropriate $10,000,000 of those funds to the State Coastal Conservancy for the purposes of the San Francisco Bay Area Conservancy Program to

The San Francisco Bay Area Conservancy Program, administered by the State Coastal Conservancy, was established to address resource and recreational goals of the San Francisco Bay area in a coordinated, comprehensive, and effective way.
This bill would require the State Coastal Conservancy to establish a program, as part of the San Francisco Bay Area Conservancy Program, to restore the salt ponds in the south San Francisco Bay and to create trails and visitor facilities for public use in that area. The program would be implemented to the extent funds are appropriated for these purposes.

The people of the State of California do enact as follows:


SECTION 1.

 Section 31166 is added to the Public Resources Code, to read:

31166.
 The conservancy shall establish a program to restore the salt ponds in the south San Francisco Bay and to create trails and visitor facilities for public use in that area. This section shall be implemented to the extent funds are appropriated for the purposes of this section.

SECTION 1.

The sum of ten million dollars ($10,000,000) is hereby appropriated from the funds available pursuant to subdivision (c) of Section 75060 of the Public Resources Code to the State Coastal Conservancy for the purposes of the San Francisco Bay Area Conservancy Program to restore the salt ponds in the south San Francisco Bay and to create trails and visitor facilities for public use in that area.
