The Public Utilities Act imposes various duties and responsibilities on the Public Utilities Commission with respect to the purchase of electricity and requires the commission to review and adopt a procurement plan and a renewable energy procurement plan for each electrical corporation pursuant to the California Renewables Portfolio Standard Program (renewable portfolio standard). Existing law prohibits any electrical corporation from beginning the construction of, among other things, a line, plant, or system, or of any extension thereof, without having first obtained from the commission a certificate of public convenience and necessity.
Existing law requires the commission to deem as necessary, an application for a certificate of public convenience and necessity by an electrical corporation for transmission facilities if the commission finds that the facility is necessary to facilitate achievement of the renewable power goals of the renewable portfolio
standard program.
This bill would make a technical, nonsubstantive change to these provisions.
