An act relating to affordable housing for teachers.


LEGISLATIVE COUNSEL'S DIGEST


AB 1831, as amended, Mendoza. Affordable housing: teachers and faculty members.
Existing law sets forth the powers and duties of the Department of Housing and Community Development including updating and revising the California Statewide Housing Plan.
This bill would require the department, on or before November 15, 2009, to provide a report to the Legislature and the Governor that (1) details existing local programs, including programs in other states, that are designed to help teachers, as defined, and faculty members, as defined, in securing housing in the communities in which they work, (2) makes recommendations on the feasibility of replicating successful programs for the purpose of establishing programs for teachers or faculty members in other communities, and (3) specifies the factors and any common elements that lead to successful programs. The bill would require the department to work in collaboration with the State Department of Education in the preparation of the report.

The people of the State of California do enact as follows:


SECTION 1.

 (a) For the purposes of this section, the following terms have the following meanings:
(1) “Faculty member” means a person who is a member of the faculty of a public college or university.
(2) “Teacher” means a person who is employed to teach a class in a public school in which kindergarten or any of grades 1 to 12, inclusive, are taught.
(b) On or before November 15, 2009, the Department of Housing and Community Development shall provide a report to the Legislature and the Governor that does all of the following:
(1) Details existing local programs, including, but not limited to, programs in other states, that are designed to help teachers or faculty members in securing housing in the communities in which they work.
(2) Makes recommendations on the feasibility of replicating successful programs for the purpose of establishing programs for teachers or faculty members in other communities.
(3) Specifies the factors and any common elements that lead to successful programs.
(c) Programs examined in the report shall include, but are not limited to, local programs for low interest loans for teachers or faculty members to purchase homes and local programs that provide affordable housing opportunities to teachers or faculty members, including renting, leasing, or purchasing, or any combination thereof.
(d) The Department of Housing and Community Development shall work in collaboration with the State Department of Education in the preparation of the report.
