CALIFORNIA LEGISLATURE— 2003–2004 REGULAR SESSION

Senate Bill
No. 1763

Introduced  by  Senator Knight

February 20, 2004

An act to amend Section 1012.5 of the Military and Veterans Code, relating to veterans.

LEGISLATIVE COUNSEL'S DIGEST

SB 1763, as introduced, Knight. Military and veterans: health care study.
Existing law provides for the establishment and operation of the Veterans’ Home of California. It also requires the Department of Veterans Affairs to conduct a prescribed study to determine the health care needs of, and the costs of providing appropriate care to, current and future members of the Veterans’ Home of California who are suffering from Alzheimer’s disease and other dementia diseases.
This bill would make technical, nonsubstantive changes to the requirement that the Department of Veterans Affairs conduct a study to determine health care needs of veterans.
Vote: MAJORITY   Appropriation: NO   Fiscal Committee: NO   Local Program: NO

The people of the State of California do enact as follows:

SECTION 1.

Section 1012.5 of the Military and Veterans Code is amended to read:

1012.5.
 (a) The Department of Veterans Affairs shall conduct a study to determine the health care needs and the associated costs of providing appropriate care to meet the identified health care needs of current and future members of the Veterans’ Home of California who are suffering from Alzheimer’s disease and other dementia diseases, other dementia diseases, cancer, and respiratory diseases and dysfunctions. This study shall address, but not be limited to, the following:
(1) The determination of what constitutes “appropriate care” for members suffering from Alzheimer’s disease and other dementia diseases.
(2) The estimated cost of providing appropriate care, including staffing and other support items.
(3) The estimated cost of making any necessary capital improvements at the Veterans’ Home of California sites to provide appropriate care.
(4) The proposed methods of treatment to be utilized by the department in providing appropriate care.
(b) The study shall be submitted to the Legislature on or before July 1, 1998. The cost associated with the preparation of this study shall be absorbed within the department’s current resources.
