Imperial County Airport.
This measure would memorialize the Congress of the United States to designate the Imperial County Airport as an additional International Port of Entry for Imperial County and would request the Board of Supervisors of Imperial County to take several related actions.

WHEREAS, The Imperial County Airport is currently the primary airport facility located in Imperial County in terms of commercial and general aviation facilities, runway systems, emergency services, and related facilities for handling inspections and ground service for commercial and general aviation in the county; and
WHEREAS, With the adoption of the North American Free Trade Agreement, there is a need for a larger airport to support present and future trade between Mexico and Imperial County; and
WHEREAS, The Imperial County Airport has two runways providing 100 percent coverage for landing planes in heavy crosswind situations, thus providing a greater safety factor for air travel; and
WHEREAS, Emergency services located at the Imperial County Airport provide faster response time, and ensure a higher safety factor in emergencies; and
WHEREAS, The Imperial County Airport provides conveniences for the public, as well as general aviators, such as: an adjacent hotel with a restaurant, two fixed base operations, an onsite airport mechanic, base facilities for air freight (United Express and Federal Express) operation servicing both Mexico and the Imperial Valley, and base operations for an air ambulance that services Imperial County and Mexico’s Mexicali Valley; and
WHEREAS, The Imperial County Airport continues to provide base operations for the United Kingdom’s Royal Air Force Brize Norton parachute training detachments, and provides fuel and various amenities to the United States Military; and
WHEREAS, The Imperial County Airport terminal provides car rental agencies, daily commercial flight service, and rental suites which include space for the area’s member in the United States House of Representatives; and
WHEREAS, Calexico international airport is the only designated international airport of entry for the County of Imperial, and is an important part of the Imperial County infrastructure and should continue in that capacity; and
WHEREAS, Designation as an International Port of Entry requires approval of the Congress of the United States; now, therefore, be it
Resolved by the Assembly and Senate of the State of California, jointly, That the Legislature of the State of California hereby respectfully memorializes the Congress of the United States to designate the Imperial County Airport as an additional International Port of Entry for Imperial County; and be it further
Resolved, That the Legislature request that the Board of Supervisors of the County of Imperial direct the County Airport Manager to pursue all appropriate action in furtherance of the United States Congress designating the Imperial County Airport as an International Port of Entry and authorize the Chairman of the Board of Supervisors to execute all necessary documents for the designation; and be it further
Resolved, That any future activities associated with, or resulting from, the passage of this measure should involve the cooperation and participation of local, regional, state, and federal transportation and planning partners; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President of the United States, the Speaker of the House of Representatives, the President pro Tempore of the Senate, and to each Senator and Representative from California in the Congress of the United States.
