Relative to American Stroke Month.

ACR 93, Berg. American Stroke Month.
This measure would proclaim May 2003 to be American Stroke Month, and would urge all citizens of the state to familiarize themselves with the warning signs, symptoms, and risk factors associated with strokes, so that we might begin to reduce the devastating effects that strokes have on our population.

WHEREAS, The citizens of the State of California are pleased to join the American Stroke Association, a division of the American Heart Association, in celebrating May 2003 as American Stroke Month; and
WHEREAS, The theme for American Stroke Month is “Time = Brain,” and is designed to offer advocates for stroke awareness an opportunity to educate the public and policymakers about the devastating effects of strokes; and
WHEREAS, Strokes are the third leading cause of death in the United States, striking about 700,000 Americans each year; and
WHEREAS, Strokes are a leading cause of serious long-term disability, with about 4.7 million stroke survivors today; and
WHEREAS, The majority of Americans are not aware of their risk factors for a stroke, or of the signs and symptoms of an impending stroke; and
WHEREAS, Warning signs of a stroke include sudden numbness or weakness of the face, arm, or leg, especially on one side of the body, sudden confusion, sudden trouble speaking or understanding, sudden trouble seeing in one or both eyes, sudden trouble walking, dizziness, loss of balance, loss of coordination, or a sudden and severe headache with no known cause; and
WHEREAS, Strokes lead to the death and disability of more than 500,000 Americans each year; and
WHEREAS, New and effective treatments have been developed to treat and minimize the severity and damaging effects of strokes, but much more research is needed; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature of the State of California proclaims May 2003 to be American Stroke Month in the State of California, and urges all citizens of our state to familiarize themselves with the warning signs, symptoms, and risk factors associated with strokes, so that we might begin to reduce the devastating effects that strokes have on our population; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
