Relative to Joash E. Paul Memorial Highway.

ACR 19, Aghazarian. Joash E. Paul Memorial Highway.
This measure would designate the section of State Highway Route 99 between Mitchell Road and the Stanislaus/Merced county line in the County of Stanislaus as the Joash E. Paul Memorial Highway.
The measure would also request the Department of Transportation to determine the costs of appropriate plaques and markers showing this designation and, upon receiving donations from nonstate sources covering that cost, to erect appropriate plaques and markers.

WHEREAS, Joash E. Paul, born September 23, 1919, was a lifelong resident of the City of Turlock where he was a rancher, an entrepreneur, and a dedicated servant of the people of Stanislaus County; and
WHEREAS, Joash E. Paul was elected to the Stanislaus County Board of Supervisors in 1968 and served as a board member until 1980; and
WHEREAS, Joash E. Paul was a rancher of 50 years, worked in real estate for 25 years, and until the mid-1970s helped operate a family-owned lodging and dining establishment along State Highway Route 99 where it passed through the City of Turlock; and
WHEREAS, After retiring from the board of supervisors, Joash E. Paul served as president of the fundraising foundation for, and as a board member of, the then county-owned Scenic General Hospital in the City of Modesto; and
WHEREAS, Joash E. Paul was an active member of various community organizations in the City of Turlock, including the Assyrian American Civic Club, the Sacred Heart Catholic Church, and the Portuguese Union of the State of California; and
WHEREAS, Joash E. Paul was involved with important issues affecting residents of the County of Stanislaus and the City of Turlock; and
WHEREAS, Joash E. Paul died in the year 2000 and was described as a good man who was dedicated to his family and community and was a tremendous leader for the Assyrian community and the central valley of California; and
WHEREAS, It is fitting and proper that the portion of State Highway Route 99 between Mitchell Road and the Stanislaus/Merced county line in the County of Stanislaus be designated the Joash E. Paul Memorial Highway; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate concurring, That the Legislature hereby designates that portion of State Highway Route 99 between Mitchell Road and the Stanislaus/Merced county line in the County of Stanislaus as the Joash E. Paul Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate plaques and markers, consistent with the signing requirements for the state highway system, showing these special designations, and upon receiving donations from nonstate sources sufficient to cover that cost, to erect those plaques and markers; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and the author for appropriate distribution.
