CHAPTER 593

An act to add Article 7 (commencing with Section 89260) to Chapter 2 of Part 55 of the Education Code, relating to the California State University, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

Existing law establishes the California State University under the administration of the Trustees of the California State University. Existing law authorizes the operation of the various campuses of the university, including California State University, Fresno.
This bill would establish the Kenneth L. Maddy Institute as a part of the public administration program of the College of Social Sciences at California State University, Fresno. The institute would provide training for leadership in government, and would prepare students and elected officials for public service, as specified. The bill would appropriate $1,100,000 from the General Fund to the Trustees of the California State University for allocation as an endowment for the institute.
The bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:


SECTION 1.

 Article 7 (commencing with Section 89260) is added to Chapter 2 of Part 55 of the Education Code, to read:
Article  7. Kenneth L. Maddy Institute

89260.
 The Kenneth L. Maddy Institute is hereby established as a part of the public administration program of the College of Social Sciences at California State University, Fresno. The Kenneth L. Maddy Institute shall provide training for leadership in government, and shall prepare students and elected officials for public service in the tradition established by The Honorable Kenneth L. Maddy during his more than 25 years of service to the citizens of California.

 It is the intent of the Legislature that the institute provide public leadership training in two primary areas:
(a) Students nearing completion of the requirements for a bachelor of arts degree or for a master’s degree shall be eligible for internships with local, state, and federal government officials without regard to political party affiliation. The internship experience shall provide students with the opportunity to develop public leadership skills while gaining practical knowledge of the day-to-day operations of government and the political process.
(b) The institute shall develop and sponsor seminars, extension courses, and symposia on topics directly related to public administration in local and state government. The institute shall serve as a nonpartisan training center to provide elected officials with practical, intensive, and convenient instruction in topics such as public finance, staff administration, budget planning, drafting of legislation, and the legislative process. The institute shall issue certificates for completion of course and program modules.

 Instruction at the institute shall be provided by the faculty of the public administration or political science programs at California State University, Fresno, supplemented by frequent, in-depth discussions with active and retired appointed and elected public officials, and shall include an oral history element. It is the intent of the Legislature that the institute shall specifically seek to sponsor regular roundtable discussions among experienced elected officials on topics related to public administration, emerging public policy, and legislation in their areas of government service.

 The institute and its curriculum shall be directed by the Kenneth L. Maddy Professor of Public Administration at California State University, Fresno, under the direction of the Dean of the College of Social Sciences at California State University, Fresno. It is the intent of the Legislature that the professor be a specialist in public administration or political science, with a particular interest and expertise in state government.

SEC. 2.

 The sum of one million one hundred thousand dollars ($1,100,000) is hereby appropriated from the General Fund, for expenditure, without regard to fiscal year, to the Trustees of the California State University, for allocation as an endowment for the Kenneth L. Maddy Institute established pursuant to Article 7 (commencing with Section 89260) of Chapter 2 of Part 55 of the Education Code.

SEC. 3.

 This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:
In order that the Kenneth L. Maddy Institute may be established as soon as possible, it is necessary that this act take effect immediately.
