AB 837, as introduced, Maldonado. Oil spill prevention: legislative findings and declarations.
Existing law regulates the construction and improvement of oil pipelines in the state.
This bill would make legislative findings and declarations relating to the need to streamline laws regulating the issuance of permits for the replacement and improvement of oil pipelines to prevent overlap, duplication, and inconsistency, in the regulation of oil pipelines.

The people of the State of California do enact as follows:


SECTION 1.

 The Legislature finds and declares all of the following:
(a) Laws governing oil pipeline safety need to be streamlined to prevent overlap, duplication, and inconsistencies in the regulation of oil pipelines.
(b) Conflicts between state agencies and local land use agencies with regard to the issuance of appropriate permits results in delays and increased costs for the replacement and improvement of oil pipelines.
(c) The appointment by the state of a single lead permitting agency that would be responsible for the issuance of permits for the replacement and improvement of oil pipelines would promote the standardization of permitting requirements among agencies, and improve the efficiency of the permit issuance process.
