(a) The agency shall contract within the University of California for a study of, and preparation of a report on, investment and trade growth areas in the context of California-Mexico relations.(b) The report shall do all of the following:
(1) Identify future growth areas by economic sector including, but not limited to, the agricultural industry, the entertainment industry, the tourism industry, the high technology industry, and the manufacturing industry, in the different regions of the state.
(2) Identify opportunities for increasing California exports and investment by economic sector including, but not limited to, the agricultural industry, the entertainment industry, the tourism industry, the high technology industry, and the manufacturing industry, and by state in Mexico.
(3) Include an analysis of social and labor market impacts on California.
(c) Notwithstanding Section 7550.5, the secretary shall submit the report to the Legislature no later than June 30, 2000.
