Clarence Wayne Dean Memorial Interchange.
This measure would designate the Interstate Highway Route 5 and State Highway Route 14 Interchange the Clarence Wayne Dean Memorial Interchange.
The measure would also request the Department of Transportation to determine the cost of appropriate plaques and markers showing the special designation and, upon receiving donations from nonstate sources covering that cost, to erect appropriate plaques and markers.

WHEREAS, Clarence Wayne Dean was born in Los Angeles, California, on February 5, 1947; and
WHEREAS, Mr. Dean graduated from Cleveland High School in 1964, achieved the rank of Sergeant in the Marine Corps Reserve, and entered the Los Angeles Police Academy on April 21, 1968; and
WHEREAS, Upon graduation from the police academy, Mr. Dean was assigned to various patrol duties in Los Angeles; and
WHEREAS, After being awakened on January 17, 1994, by the Northridge earthquake, Mr. Dean was proceeding, in the early morning darkness on his police motorcycle, to his division for assignment in the damaged area; and
WHEREAS, Mr. Dean, while en route to his division, fell to his demise at the collapsed interchange of Interstate Highway Route 5 and State Highway Route 14 in Los Angeles County; and
WHEREAS, In recognition of his dedication to the Los Angeles Police Department, and the people of the City of Los Angeles, it is appropriate to designate the Interstate Highway Route 5 and State Highway Route 14 Interchange as the “Clarence Wayne Dean Memorial Interchange”; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the late Clarence Wayne Dean be commended for his dedication to the Los Angeles City Police Department and the safety of the people of the City of Los Angeles; and be it further
Resolved, That the Interstate Highway Route 5 and State Highway Route 14 Interchange is hereby officially designated the “Clarence Wayne Dean Memorial Interchange”; and be it further
Resolved, That the Department of Transportation is hereby requested to determine the cost of appropriate plaques and markers, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from nonstate sources covering the cost, to erect those plaques and markers; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation.
