AB 1896, Frizzelle. Adoptions: consent for contact.
Existing law authorizes the State Department of Social Services or a licensed adoption agency to arrange for contact among an adult adoptee, his or her birth parent, and any living adoptive parent if each of these persons has filed a written waiver of his or her rights with respect to the confidentiality of adoption records.
This bill would instead authorize the department or licensed adoption agency to arrange for contact between an adult adoptee and his or her birth parent if each has filed a written consent.

The people of the State of California do enact as follows:


SECTION 1.

 Section 229.50 of the Civil Code is amended to read:

229.50.
 Notwithstanding any other provision of law, if an adult adoptee and his or her birth parent have each filed a written consent with the department or the licensed agency, the department or licensed agency may arrange for contact between those persons. Neither the department nor a licensed adoption agency shall solicit, directly or indirectly, the execution of such a written consent.
The written consent authorized by this section shall be in the form prescribed by the department.
