An act to add Section 51266 to the Education Code, relating to schools.

AB 1716, Nolan. Schools: gang prevention curriculum.
Existing law requires the State Department of Education to prepare and distribute to school districts and county offices of education guidelines for incorporating in-service training in gang violence and drug and alcohol abuse prevention for designated school personnel, and requires the department, upon request, to assist school districts and county offices of education in developing comprehensive gang violence and drug and alcohol abuse prevention in-service training programs.
This bill would require the Office of Criminal Justice Planning, in collaboration with the State Department of Education, to develop a model gang violence suppression curriculum for grades 2, 4, and 6, as prescribed. The bill would authorize the Office of Criminal Justice Planning to contract with a county office of education for the development of the model curriculum, and would require the model curriculum to be made available to school districts and county offices of education on or before July 1, 1991.
This bill would require the Office of Criminal Justice Planning to develop an independent evaluation of the pupil outcomes of the model curriculum. The bill would require the Office of Criminal Justice Planning to submit interim reports to the Legislature on the results of the evaluation on or before December 1, 1992, and on or before December 1, 1994, and would require the submission of a final report on or before December 1, 1996.
The bill would state that its provisions shall be operative only to the extent that funds available to the Office of Criminal Justice Planning are reallocated for this purpose.

The people of the State of California do enact as follows:


SECTION 1.

 The Legislature hereby finds and declares that gang problems in the state are increasing and that the solutions to those problems are varied. The Legislature further finds and declares that the most effective gang prevention programs are those that encourage young people to be responsible citizens and to be sensitive to cultural diversity, that provide them with the proper circumstances to deal with choices and their consequences, that provide the skills necessary to resist group pressures to join gangs, and that promote the success, achievement, and excellence of our youth.

SEC. 2.

 Section 51266 is added to the Education Code, to read:

51266.
 (a)  The Office of Criminal Justice Planning, in collaboration with the State Department of Education, shall develop a model gang violence suppression and substance abuse prevention curriculum for grades 2, 4, and 6. The curriculum for grades 2, 4, and 6 shall be modeled after a similar curriculum that has been developed by the Orange County Office of Education for grades 3, 5, and 7. The Office of Criminal Justice Planning, in collaboration with the State Department of Education, may contract with a county office of education for the development of the model curriculum. The model curriculum shall be made available to school districts and county offices of education on or before July 1, 1991, and shall, at a minimum, provide for each of the following:
(1)  Lessons for grades 2, 4, and 6 that are aligned with the state curriculum frameworks for history, social science, and English and language arts.
(2)  Instructional resources that address issues of ethnic diversity and at-risk pupils.
(3)  The integration of the instructional resources of the Office of Criminal Justice Planning and the School/Law Enforcement Partnership in order to support the school curriculum and assist in the alignment of the state curriculum framework.
(b)  The Office of Criminal Justice Planning shall develop an independent evaluation of the pupil outcomes of the model gang violence suppression and substance abuse prevention curriculum program. The Office of Criminal Justice Planning shall submit interim reports to the Legislature on the results of the evaluation on or before December 1, 1992, and on or before December 1, 1994, and shall submit a final report on or before December 1, 1996.

SEC. 3.

 Section 2 of this act shall be operative only to the extent that funds available to the Office of Criminal Justice Planning are reallocated for this purpose.
