The director shall have supervision and control over the commissioners and their deputies or inspectors in the performance of their duties under this chapter.

The certificates which are provided for in this chapter are prima facie evidence of the true average soluble solids test of all of the grapes in the lot or load under consideration. The presumption established by this section is a presumption affecting the burden of proof, but it does not apply in a criminal action.
