An act to amend Sections 1651.5 and 9559.5 of, and to add Section 4456.5 to, Section 1651.5 of the Vehicle Code, relating to vehicles.

Vehicle registration: biennial.
Existing law provides for an annual vehicle registration period.
This bill would permit the Director of the Department of Motor Vehicles to establish a biennial vehicle registration period option for registrants. The Director of the Department of Motor Vehicles would be permitted to reassign a vehicle to the biennial registration period upon the request of the registrant. If a person chooses the biennial vehicle registration option, he or she would be entitled to a 5% reduction in basic registration fees. A dealer or lessor-retailer would not be required to inform a purchaser of the available registration options.

The people of the State of California do enact as follows:
SECTION 1.
Section 1651.5 of the Vehicle Code is amended to read:1651.5.
(a) (1) The director may assign or reassign dates for the expiration of registration for a vehicle registered pursuant to this code. The director may establish a biennial registration period option for a vehicle consisting of any period from 14 months to 36 months, inclusive, with subsequent renewals being required at yearly or biennial intervals thereafter. The director may reassign a vehicle to a biennial registration upon the request of the registrant on the renewal of the vehicle. The director shall assign an expiration date of the last day of the calendar month to all trailers and to all motor vehicles subject to the additional fees under Section 9400. A
vehicle registered on a quarterly basis shall be assigned or reassigned an expiration date of December 31 for that registration period.(2) The director shall have the authority to exclude from the year-round or the biennial registration period any type of vehicle that the director deems appropriate for exclusion.
(3) The director shall reduce basic registration fees by 5 percent for a person who chooses the biennial registration option for his or her vehicle.
(b) In order to implement a year-round registration for vehicles registered pursuant to the International Registration Plan as described in Article 4 (commencing with Section 8050) of Chapter 4 of Division 3, the director, on or before January 1, 2009, shall assign or reassign a date for the expiration of registration of those vehicles described in this
subdivision and may utilize the applicable practices and procedures set forth under subdivision (a) in order to implement this subdivision.
(c) The registration renewal letter mailed out 60 days prior to a renewal shall include an option to select for annual or biennial registration.
SEC. 2.Section 4456.5 is added to the Vehicle Code, to read:4456.5.A dealer or lessor-retailer shall not be required to inform a purchaser of the registration options available pursuant to subdivision (a) of Section 1651.5.
SEC. 3.Section 9559.5 of the Vehicle Code is amended to read:9559.5.When, by reason of the assignment or reassignment of a renewal registration date by the director, the registration year is less than, or more than, 12 or 24 months, the fee due for that renewal shall be decreased or increased by one-twelfth or one twenty-fourth of the annual fee for each month of the period less than, or in excess of, 12 or 24 months.
