AJR 50, Epple. Federal mandates.
This measure would request all Senators and Representatives from California in the Congress of the United States to annually appear before a joint session of the California Legislature to discuss problems related to unfunded federal mandates as well as to discuss new burdens that have been imposed by the federal government on the state.

WHEREAS, The federal government has imposed certain mandates upon the State of California to provide services to all of its residents; and
WHEREAS, The federal government has committed to reimburse the state for the cost of providing those services; and
WHEREAS, The continuing economic conditions in California have created serious deficits in the state’s budget for the past four years; and
WHEREAS, Due to the effect of national economic conditions on the federal budget, the federal government has not reimbursed the state in full for the mandates it has imposed; and
WHEREAS, Unfunded federal mandates continue to inflict serious hardship on the state’s ability to provide basic services to its citizens; and
WHEREAS, At meetings in Washington D.C. earlier this year productive dialogue on this problem took place between Members of this Legislature and California’s Congressional delegation; and
WHEREAS, A continuation of this dialogue is crucial for an ultimate solution to the problem of unfunded mandates; now, therefore, be it
Resolved by the Assembly and Senate of the State of California, jointly, That the Legislature respectfully requests all Senators and Representatives from California in the Congress of the United States to annually appear before a joint session of the California Legislature to discuss problems related to unfunded federal mandates as well as to discuss new burdens that have been imposed by the federal government on the state; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to each Senator and Representative from California in the Congress of the United States.
