An act to add Section 3308 to the Food and Agricultural Code, relating to the California Exposition and State Fair, and declaring the urgency thereof, to take effect immediately.

California Exposition and State Fair: direct deposit: funding.
Existing law establishes an entity in state government called the California Exposition and State Fair and requires the California Exposition and State Fair to be managed by a board of directors. Existing law authorizes the board to establish and maintain a bank checking account or a savings and loan association account, as specified.
This bill would require the state state, as soon as possible, but no later than January 1, 2023, to facilitate transactions via direct deposit by electronic funds transfer if the state allocates moneys to the California Exposition and State Fair, as specified. The bill would also express the intent of the Legislature to
subsequently fund an item in the Budget Act of 2022 relating to the California Exposition and State Fair.
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of the Legislature to subsequently fund an item in the Budget Act of 2022 relating to the California Exposition and State Fair.SEC. 2.
Section 3308 is added to the Food and Agricultural Code, to read:3308.
If As soon as possible, but no later than January 1, 2023, if the state allocates moneys, at any time and in any amount, to the California Exposition and State Fair, the state shall facilitate that transaction via direct deposit by electronic funds transfer.SEC. 3.
This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the California Constitution and shall go into immediate effect. The facts constituting the necessity are:In order to ensure that, in the event that funding is allocated to the California Exposition and State Fair, these funds are allocated in a manner that avoids any potential delays and enables the California Exposition and State Fair to continue work that improves public health, including by facilitating the state’s pandemic response, it is necessary for this act to take effect immediately.
