Relative to the Police Sergeant Scott Lunger Memorial Highway.

ACR 49, Frazier. Police Sergeant Scott Lunger Memorial Highway.
This measure would designate a specified portion of State Highway 4 in the County of Contra Costa as the Police Sergeant Scott Lunger Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs.

WHEREAS, Police Sergeant Scott Paul Lunger, born on March 13, 1967, in Hayward, California, was a career law enforcement officer with the Hayward Police Department who was loved by family, friends, and colleagues; and
WHEREAS, Sergeant Lunger served with the City of Hayward Police Department for 15 years, as a member of various specialty units, including the special duty unit, gang task force, and the Special Weapons And Tactics team (SWAT), and was loved in his department as an officer and a supervisor; and
WHEREAS, Sergeant Lunger was also a Reserve Officer for the Contra Costa County Sheriff’s Department prior to becoming to a police officer; and
WHEREAS, Sergeant Lunger was a native of the East Bay, born in Hayward and raised in Dublin, who studied and played football at both Diablo Valley College and Chico State University; and
WHEREAS, Sergeant Lunger was a lifelong football fan, football player, and all-around athlete, who served as assistant softball coach for the Freedom High School softball team in Oakley, California, and who touched hundreds of lives through his passion for sports and youth athletics; and
WHEREAS, Sergeant Lunger was also a hard-working family man who followed in his father’s footsteps by completing the International Brotherhood of Electrical Workers Local 595’s apprenticeship program and working his way up to the position of general foreman prior to his career in law enforcement; and
WHEREAS, Sergeant Lunger was a true and great warrior who was taken from us too soon when, during a traffic stop in the early morning hours of July 22, 2015, an occupant of the stopped vehicle opened fire, killing Sergeant Lunger; and
WHEREAS, This gallant and dedicated officer exemplified the true character of the brave men and women who devote their lives to law enforcement and is deeply missed every day, and will be for all the days forward; and
WHEREAS, Sergeant Lunger was preceded in death by his mother, Alice Lunger, and he is survived by his two beloved daughters, Ashton and Saralyn; his father and stepmother, Paul and Donna; and his siblings, Mike, Todd, Michelle, and Ciara; and
WHEREAS, Sergeant Lunger’s loss to his family and friends in Brentwood, the Bay Area, and the Hayward Police Department, and to his beloved longtime love, Jennifer Lee, and her sons, Trevor and Ethan, is immeasurable; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That, in light of Sergeant Scott Paul Lunger’s legacy of service to his community, the Legislature hereby designates the portion of State Highway 4 located between Laurel Road and Balfour Road in the County of Contra Costa as the Police Sergeant Scott Lunger Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
