An act to augment Item 6870-101-0001 of Section 2.00 of the Budget Act of 1999, relating to community colleges, and making an appropriation therefor.

SB 213, Polanco. Community colleges: Mexican International Trade Centers: outreach programs.
The Budget Act of 1999 appropriates, among other amounts, $2,236,714,000 from the General Fund to the Board of Governors of the California Community Colleges for allocation for local assistance.
This bill would augment this amount by $1,050,000 for allocation for the establishment, commencing January 1, 2000, of 17 Mexican International Trade Centers for the purposes of increasing Mexican export opportunities for California. To the extent that these funds are allocated to a school district or a community college district, these funds would be applied toward the minimum funding requirements imposed by Section 8 of Article XVI of the California Constitution.
The Budget Act of 1999 appropriates $70,077,000 from the General Fund to the Board of Governors of the California Community Colleges for the purposes of the Extended Opportunity Programs and Services and Special Services.
This bill would augment that amount by $2,000,000 for the purposes of the Extended Opportunity Programs and Services. To the extent that these funds are allocated to a school district or community college district, these funds would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution.
The Budget Act of 1999 appropriates $15,218,000 from the General Fund to the Board of Governors of the California Community Colleges for the Fund for Student Success.
This bill would augment that amount by $2,000,000 for the purposes of the Community Colleges Puente Project. To the extent that these funds are allocated to a school district or community college district, these funds would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution.

The people of the State of California do enact as follows:


SECTION 1.

 (a) The sum of one million fifty thousand dollars ($1,050,000) is hereby appropriated from the General Fund to the Board of Governors of the California Community Colleges in augmentation of Item 6870-101-0001 of Section 2.00 of the Budget Act of 1999 (Ch. 50, Stats. 1999), for allocation for the establishment, commencing January 1, 2000, of 17 Mexican International Trade Centers for the purposes of increasing Mexican export opportunities for California. These centers shall be administered through the California Community Colleges Centers for International Trade Development. The 17 trade centers to be funded under this section are as follows:
(1) Butte College-Chico
(2) Citrus College-Pomona
(3) Coastline Community College-Fountain Valley
(4) El Camino College-Torrance
(5) Fresno City College-Clovis
(6) Gavilan College-Gilroy
(7) Los Angeles Trade Tech-Los Angeles
(8) Long Beach City College-Long Beach
(9) Merced College-Merced
(10) Oxnard College-Oxnard
(11) Riverside Community College-Riverside
(12) Sacramento City College-Sacramento
(13) Skyline College-South San Francisco
(14) Southwestern College-Los Angeles
(15) Vista College-Oakland
(16) West Valley Mission College-Sunnyvale
(17) Southwestern Community College-Chula Vista
(b) The sum of four million dollars ($4,000,000) is appropriated from the General Fund for the 1999–2000 fiscal year in accordance with the following schedule:
(1) Two million dollars ($2,000,000) to the Board of Governors of the California Community Colleges for allocation for local assistance in augmentation of Schedule (f) of Item 6870-101-0001 of Section 2.00 of the Budget Act of 1999 for the purposes of the Extended Opportunity Programs and Services.
(2) Two million dollars ($2,000,000) to the Board of Governors of the California Community Colleges for allocation for local assistance in augmentation of Schedule (h) of Item 6870-101-0001 of Section 2.00 of the Budget Act of 1999 for the purposes of the Community Colleges Puente Project.
