Relative to school districts.

ACR 123, Alpert. Safe and Sober Graduation Night Celebration Program.
Existing law makes various provisions relating to motor vehicle safety and alcohol consumption.
This measure would encourage school districts having grades 9 to 12, inclusive, to establish a Safe and Sober Graduation Night Celebration Program.

WHEREAS, Studies indicate that more than 43 percent of all deaths involving 16 to 20 year old persons are caused by motor vehicle crashes; and
WHEREAS, An estimated 48.3 percent of these fatalities involved alcohol-related vehicle crashes; and
WHEREAS, Estimates indicate that 3,361 persons in the age group of 16 to 20 year old persons died last year in alcohol-related motor vehicle crashes; and
WHEREAS, 30.8 percent of the fatally injured 16 to 20 year old drivers were intoxicated; and
WHEREAS, Young people are overrepresented in involvement in and deaths caused by fatal motor vehicle crashes, compared to the older segment of the population; and
WHEREAS, 17 percent of the drivers involved in alcohol-related fatal crashes were teenaged persons; and
WHEREAS, Each year, high rates of motor vehicle-related injuries and fatalities are associated with graduation; and
WHEREAS, Graduation is among the events of the year with which high rates of motor vehicle-related injuries and fatalities are associated; and
WHEREAS, The loss of human life resulting from motor vehicle crashes often could have been prevented; and
WHEREAS, Some high schools have demonstrated an ability to provide a drug- and alcohol-free graduation celebration or all-night party with significant reductions in motor vehicle-related deaths, injuries, and arrests involving substance abuse; and
WHEREAS, A drug- and alcohol-free graduation celebration or all-night party serves as a positive model for enabling pupil, parent, school, and community resources to provide other alternative substance-free celebrations; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature of the State of California hereby encourages school districts to establish a Safe and Sober Graduation Night Celebration Program; and be it further
Resolved, That the Chief Clerk of the Assembly send a copy of this resolution to the governing board of each school district having grades 9 to 12, inclusive.
