To the Members of the California State Senate: I am returning Senate Bill 1128 without my signature. This bill makes several changes to the elections process for homeowner associations within common interest developments. California has over 50,000 common interest developments varying in purpose and size. Each one has governing documents that are tailored specifically for that individual community. This bill takes a once-size-fits-all approach, but not all homeowner associations are alike. If changes to an election process are needed, they should be resolved by the members of that specific community. Sincerely, Edmund G. Brown Jr. |
