To the Members of the California State Assembly: I am returning Assembly Bill 2245 without my signature. This bill requires county elections officials to provide the Secretary of State with information on persons who have pre-registered to vote, prohibits the information from being disclosed to any person, and requires the Secretary of State to compile a statewide list by various political subdivisions. The Secretary of State already provides pre-registered voter data by county and nothing prohibits the breakdown of the data into further political subdivisions. Moreover, it is common practice for county election officials to keep pre-registered voter data confidential. Therefore this bill is unnecessary. Sincerely, Edmund G. Brown Jr. |
