To the Members of the California State Assembly: I am returning Assembly Bill 1479 without my signature. This bill requires public agencies designate a person or office to act as the agency's custodian of records to respond to any California Public Records Act request. I am not convinced this bill would have any measurable impact on the speed or accuracy in responding to Public Record Act requests. While I am open to future discussions about strengthening public record disclosures for all branches of California government, this bill has the potential to further confuse an already complex process.
