To the Members of the California State Assembly: I am returning Assembly Bill 1261 without my signature. This bill would require local educational agencies, when adopting suicide prevention policies, to consider whether zero tolerance policies for alcohol or drugs deter pupils from seeking treatment for substance abuse. I agree with the goal of this bill but believe this is a matter more appropriately handled at the local level. Sincerely, Edmund G. Brown Jr. |
