Governor's Veto Message |

To the Members of the California State Assembly: I am returning Assembly Bill 11 without my signature. This bill would require developmental screening of children from birth to age three in Medi-Cal and impose annual reporting requirements to assess managed care plan compliance. The Medi-Cal State Plan already requires providers to screen children for developmental delays according to the schedule recommended by the American Academy of Pediatrics. Codifying this requirement and producing another costly report is not necessary. Sincerely, Edmund G. Brown Jr. |
