To the Members of the California State Senate: I am returning Senate Bill 213 without my signature. This measure would extend the gambling moratorium related to the expansion of cardrooms and the issuance of new State cardroom licenses through 2020. There is no compelling rationale for extending the gambling moratorium at this time, as a similar extension was approved just three years ago. The gambling moratorium under existing law does not expire until 2015, which gives the Legislature ample time to evaluate whether the existing moratorium should be extended.
