Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill (AB) 2747 without my signature. This bill requires the California Department of Corrections and Rehabilitation (CDCR) to maintain and operate a comprehensive pharmacy services program for facilities under its jurisdiction, as specified, and authorizes CDCR to operate and maintain a Centralized Pharmacy Distribution Center (CPDC). Additionally, AB 2747 requires CDCR to report specified information to legislative committees relating to its pharmaceutical costs and operation of a fully functioning and centralized pharmacy center. CDCR is currently under federal receivership for its health care services. The Receiver has the authority to conduct the provisions of AB 2747 and is currently in the process of implementing the CPDC. It would be premature for me to sign a bill when the successfulness of the CPDC has yet to be determined. For these reasons, I am unable to sign this bill. Sincerely, Arnold Schwarzenegger |
