An act relating to veterans’ housing. An act to amend Section 59 of the Military and Veterans Code, relating to the military.

SB 656, as amended, Nguyen. Rental assistance: veterans. Governor’s Military Council.
Existing law establishes the Governor’s Military Council that advises the Governor on efforts to retain military installations and operations within the state. Under existing law, members of the council are appointed by the Governor and include bipartisan representatives from both houses of the Legislature, as specified. Existing law repeals the law establishing the council on January 1, 2026.
This bill would extend that repeal date to January 1, 2029.

Existing law creates the Veterans Housing and Homeless Prevention Act of 2014 to provide for the acquisition, construction, rehabilitation, and preservation of affordable multifamily supportive housing, affordable transitional housing, affordable rental housing, or related facilities for veterans and their families to allow veterans to access and maintain housing stability.

This bill would state the intent of the Legislature to enact legislation related to prioritizing veterans in the provision of rental assistance.

The people of the State of California do enact as follows:


SECTION 1.

 Section 59 of the Military and Veterans Code is amended to read:

59.
 (a) There is in the state government a Governor’s Military Council (council) that shall serve under the direction of the Military Department and consist of members appointed by the Governor. The council shall advise the Governor on efforts to retain military installations and operations within this state that are necessary for the defense of the nation, and to coordinate and focus those efforts.
(b) The council shall include, but not be limited to, bipartisan representatives from both houses of the Legislature. Senate representatives shall be nominated by the Senate Committee on Rules and Assembly representatives shall be nominated by the Speaker of the Assembly.
(c) This section shall remain in effect only until January 1, 2026, 2029, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2026, 2029, deletes or extends that date.

SECTION 1.

It is the intent of the Legislature to enact legislation related to prioritizing veterans in the provision of rental assistance.
