An act to add Article 3.6 (commencing with Section 78264) to Chapter 2 of Part 48 of Division 7 of Title 3 of the Education Code, relating to community colleges.

AB 1914, as introduced, Grayson. Community colleges: providers of care for individuals with developmental disabilities: model curriculum.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. The board of governors appoints the Chancellor of the California Community Colleges to serve as the chief executive officer of the segment. Existing law establishes community college districts throughout the state, and authorizes them to provide instruction to students at the campuses they operate.
This bill would express findings and declarations of the Legislature relating to the need in the state for well-trained providers of care for individuals with developmental disabilities. The bill would require the chancellor’s office to develop a model curriculum for a certification program for providers of care for individuals with developmental disabilities, designed to be offered at community college campuses where there is sufficient student interest and a properly qualified faculty to sustain a certification program. The bill would require the chancellor’s office, in developing the model curriculum, to consult with individuals and organizations with expertise in providing care to individuals with developmental disabilities and the training of practitioners for that task.

The people of the State of California do enact as follows:


SECTION 1.

 Article 3.6 (commencing with Section 78264) is added to Chapter 2 of Part 48 of Division 7 of Title 3 of the Education Code, to read:
Article  3.6. Providers of Care for Individuals With Developmental Disabilities

78264.
 (a) (1) The Legislature finds and declares both of the following:
(A) There is a great need in the state for well-trained providers of care for individuals with developmental disabilities.
(B) Providing care for California’s population of individuals with developmental disabilities is a difficult job that requires a practitioner to possess unique and specific skills in order to provide the high-quality care that these individuals deserve.
(2) It is, therefore, the intent of the Legislature to enable the California Community Colleges system to create a certification program to establish a pathway for persons interested in these careers to obtain the necessary preparation.
(b) The office of the Chancellor of the California Community Colleges shall develop a model curriculum for a certification program for providers of care for individuals with developmental disabilities. This model curriculum shall be designed to be offered at community college campuses where there is sufficient student interest and a properly qualified faculty to sustain a certification program. In developing the model curriculum, the chancellor’s office shall consult with individuals and organizations with expertise in providing care to individuals with developmental disabilities and the training of practitioners for that task.
