An act to add Section 66528 to the Government Code, relating to transportation.

San Francisco Bay area: public transportation. transit: Regional Network Management Council.
Existing law creates the Metropolitan Transportation Commission as a local area planning agency for the 9-county San Francisco Bay area with comprehensive regional transportation planning and other related responsibilities. Existing law creates various transit districts located in the San Francisco Bay area, with specified powers and duties relating to providing public transit services. Existing law requires the commission to adopt rules and regulations to promote the coordination of fares and schedules for all public transit systems within its jurisdiction, as specified.
This bill would state the intent of the Legislature to enact subsequent legislation to encourage coordination and collaboration among transit agencies in the San Francisco Bay area.
This bill would create the Regional Network Management Council as an 11-member council to represent the interests of its stakeholders, to provide leadership and critical input on regional transit policies, and to provide executive guidance on regional transit policies and actionable implementation plans in pursuit of transformative improvements in the customer experience San Francisco Bay area transit. The bill would require the commission to facilitate the creation of the council. By requiring the commission to facilitate the creation of the council, and requiring certain employees of specified local agencies to serve on the council, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:
SECTION 1.
Section 66528 is added to the Government Code, to read:66528.
(a) There is hereby created the Regional Network Management Council.(b) The commission shall facilitate the creation of the council.
(c) The council shall consist of 11 members as follows:
(1) The executive director of the commission.
(2) The general manager of the San Francisco Bay Area Rapid Transit District.
(3) The general manager of the Alameda-Contra Costa Transit District.
(4) The manager of the Santa Clara Valley
Transportation Authority.
(5) The executive director of the Peninsula Rail Transit District.
(6) The general manager of the Golden Gate Bridge, Highway and Transportation District.
(7) The general manager of the San Mateo County Transit District.
(8) The general managers from three other transit providers serving the San Francisco Bay area, selected at the sole discretion of those transit providers.
(d) The council shall do all the following:
(1) Represent the interests of its stakeholders.
(2) Provide leadership and critical input on regional transit
policies.
(3) Provide executive guidance on regional transit policies and actionable implementation plans in pursuit of transformative improvements in the customer experience for San Francisco Bay area transit.
SEC. 2.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.SECTION 1.It is the intent of the Legislature to enact subsequent legislation to encourage coordination and collaboration among transit agencies in the San Francisco Bay area.
