An act to repeal Article 4 (commencing with Section 33550) of Chapter 4 of Part 20 of Division 2 of Title 2 of the Education Code, relating to education governance. add Section 94 to the Education Code, relating to school districts.


AB 1022, as amended, Megan Dahle. Educational Management and Evaluation Commission: repeal. School districts: frontier school district.
Existing law establishes the Education Code and sets forth general provisions, rules of construction, and definitions that govern its construction.
This bill, for purposes of the Education Code, would define “frontier school district” to mean a school district that meets certain attendance or population criteria.

Existing law establishes a system of public elementary and secondary education in this state. Under this system, local educational agencies throughout the state provide instruction and other services to pupils in kindergarten and in grades 1 to 12, inclusive. Existing law establishes various state commissions and committees with responsibilities relating to this system, including the Educational Management and Evaluation Commission. Existing law establishes the commission to assist and advise the State Board of Education in the evaluation of the program achievement of educational programs, in the determination of the relative cost-effectiveness of educational programs, and in the making of recommendations concerning the expanded use, modification, or replacement of educational programs so as to produce a higher degree of program achievement and cost-effectiveness.

This bill would delete the provisions establishing the commission and terminate its existence.

The people of the State of California do enact as follows:


 Section 94 is added to the Education Code, to read:

 “Frontier school district” means a school district that meets either of the following conditions:
(a) The total number of pupils in average daily attendance at all of the schools served by the school district is fewer than 600.
(b) Each county in which a school operated by the school district is located has a total population density fewer than 10 persons per square mile.

SECTION 1.Article 4 (commencing with Section 33550) of Chapter 4 of Part 20 of Division 2 of Title 2 of the Education Code is repealed.
