(a) A public transit agency may request the Department of the California Highway Patrol to annually inspect each commercial vehicle and transit vehicle in its fleet and, as appropriate, certify that its condition meets minimum safety standards established by the Department of the California Highway Patrol.(b) The commissioner shall have the exclusive authority in the issuance of stickers or other devices as evidence that a commercial vehicle or transit vehicle has been inspected and certified to be in compliance with minimum safety standards. The commissioner may make and enforce regulations with respect to the issuance and display of stickers or other devices issued pursuant to this subdivision.
(c) A vehicle that has been inspected and certified pursuant to this section and is displaying a sticker or other device issued pursuant to this section, as required by the commissioner, is exempt from the requirement to stop for inspection pursuant to Section 2813.
(d) As used in this section, “public transit agency” has the same meaning as “public transportation operator” as defined in Section 99312.2 of the Public Utilities Code, and “transit vehicle” has the same meaning as in Section 99501 of the Public Utilities Code.
