(a) The Government Operations Agency, in consultation with the Department of Human Resources, shall evaluate how a four-day workweek, including, but not limited to, a 32-hour workweek, can be implemented for state employees to improve their quality of work, health, and lifestyle.(b) On or before January 1, 2026, the Government Operations Agency shall prepare and submit to the Legislature a report on its evaluation pursuant to subdivision (a). The report shall do all of the following:
(1) Review and assess studies, pilots, and health benefits related to a four-day workweek that is comparative to California’s needs.
(2) Review and evaluate how the state can provide a four-day workweek, including, but not limited to, a 32-hour workweek, for state employees who wish to partake in the option to work nontraditional hours.
(3) Examine and identify barriers to creating and implementing a four-day workweek.
(4) Recommend procedures the state should adopt and follow to successfully provide state employees with the option of a four-day workweek.
(c) (1) The requirement for submitting a report imposed under subdivision (b) is inoperative on January 1, 2030, pursuant to Section 10231.5.
(2) A report to be submitted pursuant to subdivision (b) shall be submitted in compliance with Section 9795.
