(a) For purposes of this section, “Blue Ribbon Commission” means the Blue Ribbon Commission on Port Congestion and Supply Chain Deficiencies established pursuant to this section.(b) The department shall establish, within the department, and convene the Blue Ribbon Commission on Port Congestion and Supply Chain Deficiencies. The Blue Ribbon Commission shall be composed of the following members:
(1) The secretary.
(2) A member appointed by the secretary that represents the agriculture industry.
(3) A member appointed by the secretary that represents California ports.
(4) A member appointed by the secretary with experience in goods movement.
(5) Any other members that the secretary chooses to appoint who have relevant experience.
(c) The secretary shall serve as the chair of the Blue Ribbon Commission.
(d) The Blue Ribbon Commission shall recommend changes needed in the immediate and long-term future to mitigate the negative impacts of port congestion and supply chain deficiencies on agricultural commodities.
(e) The Blue Ribbon Commission may take public input for recommendations made pursuant to subdivision (d).
(f) On or before January 1, 2023, the Blue Ribbon Commission shall submit a report to the Legislature documenting its recommendations developed pursuant to subdivision (d). The report to be submitted pursuant to this subdivision shall be submitted in compliance with Section 9795 of the Government Code.
