AB-2076 Public lands: Department of Parks and Recreation: wildfire prevention strategy: fire hazard severity zones.(2019-2020)



As Amends the Law Today


SECTION 1.

 Chapter 2.3 (commencing with Section 5390) is added to Division 5 of the Public Resources Code, to read:

CHAPTER  2.3. Wildfire Prevention Strategy for Property in Fire Hazard Severity Zones
5390.
 (a) The director shall develop and implement, on or before January 1, 2024, a wildfire prevention strategy for all property that is partially or wholly under the jurisdiction of the department that is located within a very high fire hazard severity zone, as identified by the Director of Forestry and Fire Protection pursuant to Section 51178 of the Government Code, or a high or a very high fire hazard severity zone, as identified by the Director of Forestry and Fire Protection pursuant to Article 9 (commencing with Section 4201) of Chapter 1 of Part 2 of Division 4.
(b) The wildfire prevention strategy shall outline the department’s fire prevention goals and future projects for prescribed fire, defensible space, fire resilient restoration projects, and the fire hardening of the department’s structures within the property described in subdivision (a).
(c) The wildfire prevention strategy shall also include recommendations for policy changes and resources needed for the department to adapt to the increasing high severity wildfire threat.
(d) (1) On or before January 1, 2026, the department shall provide the relevant policy committees of the Legislature with an update on the implementation of the wildfire prevention strategy.
(2) This subdivision shall become inoperative on January 1, 2030, pursuant to Section 10231.5 of the Government Code.
(e) The department shall post the wildfire prevention strategy on its internet website.
(f) The implementation of this section shall be contingent on the enactment of an appropriation of moneys not from the General Fund for these purposes.
