(a) For purposes of the engraved picture or photograph of a licensee as required by Section 12811, the department shall allow the licensee to request that more than one, but not more than three, photographs be taken onsite at the department field office and to select the photograph to be used on the license. The department shall establish a voluntary donation, not to exceed five dollars ($5), for each additional photograph requested.(b) After deducting its administrative costs, the department shall deposit all revenue derived from the donations generated by this section into the Motor Vehicle Account in the State Transportation Fund. Upon appropriation by the Legislature, the moneys deposited into that account pursuant to this section shall be used by the department to support driver education and training programs.
(c) The department shall adopt regulations to implement this section on or before January 1, 2022.
