AB-2009 Postsecondary education: training for drivers of commercial trucks: human trafficking awareness training.(2019-2020)



As Amends the Law Today


SECTION 1.

 Article 0.7 (commencing with Section 78010) is added to Chapter 1 of Part 48 of Division 7 of Title 3 of the Education Code, to read:

Article  0.7. Human Trafficking Awareness Training
78010.
 (a) No later than July 1, 2021, the Chancellor’s Office of the California Community Colleges shall do both of the following:
(1) Enter into an agreement with an experienced provider of training for persons preparing for licensing and employment as professional commercial truck drivers for the development and provision of instructional material necessary to add human trafficking awareness training to the curriculum of students pursuing this course of study. This training shall be industry specific, and shall focus on the recognition, prevention, and reporting of human trafficking.
(2) Disseminate information about how to obtain and use the instructional material provided under paragraph (1) to each community college district and to each private postsecondary educational institution subject to Chapter 8 (commencing with Section 94800) of Part 59 of Division 10 that offers a program of training for persons preparing for licensing and employment as commercial truck drivers.
(b) The human trafficking awareness training developed under subdivision (a) shall be incorporated into the curriculum of all community college programs offering training for persons preparing for licensing and employment as commercial truck drivers as a required part of the training for all students commencing participation in these programs on or after January 1, 2022. The chancellor’s office, in conjunction with organizations that specialize in the recognition and prevention of human trafficking, shall biennially review and update the training to include material covering changes and trends in human trafficking.

SEC. 2.

 Section 94880.3 is added to the Education Code, to read:

94880.3.
 (a) The human trafficking awareness training developed pursuant to Section 78010 shall be incorporated into the curriculum of each private postsecondary educational institution subject to this chapter that offers training for persons preparing for licensing and employment as commercial truck drivers as a required part of the training for all students commencing participation in these programs on or after January 1, 2022.
(b) The bureau, in conjunction with organizations that specialize in the recognition and prevention of human trafficking, shall biennially review and update the training provided under this section to include material covering changes and trends in human trafficking.
SEC. 3.
 If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
