AB-1836 Public postsecondary education: California State University: reporting.(2019-2020)



As Amends the Law Today


SECTION 1.

 Section 89763 is added to the Education Code, to read:

89763.
 The trustees shall include all of the following information related to transportation, broken out by campus, in the California State University Five-Year Capital Plan:
(a) The number of parking facilities each campus intends to construct over the next five years and the alternative transportation strategies that the campus considered in determining the need for those parking facilities.
(b) The total annual cost for each alternative transportation strategy the campuses considered or considered and implemented compared to the annual cost of constructing, operating, and maintaining a new parking facility.
(c) The cost per student served by those alternative transportation strategies compared to the cost per student of constructing, operating, and maintaining a new parking facility.
(d) The number of students served by each of those alternative transportation strategies compared to the number of students to be served by a new parking facility.
(e) Information on whether and to what extent alternative transportation strategies have decreased parking demand in the last three years and whether the campus has demonstrated that the parking demand justifies a new parking facility.
(f) A cost-benefit analysis showing the appropriate mix of transportation strategies to ensure that the campus provides students with the most cost-effective access.

SEC. 2.

 Section 89764 is added to the Education Code, to read:

89764.
 (a) Notwithstanding Section 10231.5 of the Government Code, the Office of the Chancellor shall report to the Legislature annually, on or before November 30, the current balance and projections of the surplus the California State University has accumulated for discretionary spending on operations and instruction and an estimate of how much tuition has contributed to the surplus.
(b) The report shall be submitted pursuant to Section 9795 of the Government Code.
