SECTION 1.
(a) The Legislative Analyst’s Office shall conduct a study of, and report to the Legislature on, the feasibility of establishing a campus of the University of California devoted to science, technology, engineering, arts, and mathematics. The report shall be submitted to the Legislature, in compliance with Section 9795 of the Government Code, on or before January 1, 2017.(b) (1) The sum of fifty million dollars ($50,000,000) is hereby appropriated from the General Fund, without regard to fiscal years, to the Controller for allocation to the Regents of the University of California for the establishment of, and acquisition of land for, the campus described in subdivision (a).
(2) The Controller shall not allocate the funds appropriated by paragraph (1) to the regents until the Controller determines that the regents have approved the establishment of, and decided on the location of, the campus described in subdivision (a).
