As Amends the Law Today


SECTION 1.

 Section 38006 is added to the Education Code, to read:

38006.
 (a) There is hereby established the Safe Schools Initiative, under which the Superintendent shall award grants to school districts with high schools located in areas with the highest crime rates.
(b) For purposes of implementing the program, the Superintendent shall consult with the Attorney General to determine the most appropriate crime rate statistics or indicators to use for determining the crime rates of the areas in which high schools are located and shall rank the high schools in the state in descending order based on the chosen statistics or indicators.
(c) All school districts are eligible to apply for grant funds under the program.
(d) The Superintendent shall award 100 grants to applicant school districts in descending order of the ranking performed pursuant to subdivision (b).
(e) A school district shall use grant funds to employ at least one police officer to provide services at the high school or high schools in the district that qualified the school district for the award and may use the remaining grant funds for other safety initiatives in consultation with local law enforcement agencies.
(f) The grant program shall be funded from the augmentation of the vehicle license fee collected pursuant to Section 10752.3 of the Revenue and Taxation Code.

SEC. 2.

 Section 10752.3 is added to the Revenue and Taxation Code, to read:

10752.3.
 The annual amount of the license fee for a vehicle with a market value of fifty thousand dollars ($50,000) or more, other than a trailer or semitrailer, as described in subdivision (a) of Section 5014.1 of the Vehicle Code, or a trailer coach that is required to be moved under permit as authorized in Section 35790 of the Vehicle Code, shall be augmented by 0.025 percent. The amount of money collected pursuant to this section shall be used to fund the Safe Schools Initiative set forth in Section 38006 of the Education Code.
