SB-1518 Multipurpose Senior Services Program sites: competitive bidding requirements.(2007-2008)



As Amends the Law Today


SECTION 1.

 Section 9563.5 is added to the Welfare and Institutions Code, to read:

9563.5.
 (a) When seeking to establish a new Multipurpose Senior Services Program site, or to procure an existing site, the department shall seek to ensure services are provided in the most integrated setting possible and give consideration to the prospective provider’s experience in integrating medical and social services programs under a single entity in consideration of proposals submitted through the competitive bidding process.
(b) If a single provider is awarded two or more sites through the competitive bidding process, the department may allow the provider to consolidate program administration, waiting lists, and services unless doing so would result in a reduction of services to existing program participants.
(c)  In making its determination in connection with a proposal submitted through the competitive bidding process or a request for consolidation pursuant to this section, the department shall consider both of the following:
(1) Input from a broad array of community stakeholders within the county that serves the population to be affected by the proposal or the request for consolidation.
(2) Which provider presents the best opportunity to provide continuity of care for current enrollees.
