SB-1408 State property: City of Laguna Beach.(2007-2008)



As Amends the Law Today


SECTION 1.
 (a) If the state sells a parcel of property consisting of approximately 24,000 square feet located on the west side of State Highway Route 133, also known as Laguna Canyon Road, between Forest Avenue and 0.2 miles north of Canyon Acres Drive in the City of Laguna Beach, referred to as the Laguna Beach State Property, the price shall be based on the highest and best use of the Laguna Beach State Property.
(b) If the state transfers its ownership interest in the Laguna Beach State Property, the City of Laguna Beach shall not, for ____ years from the date of the transfer, revise the zoning ordinances applicable to the area that includes the Laguna Beach State Property to designate a use for it that differs from the use for the nonstate parcels that are adjacent to the Laguna Beach State Property.
SEC. 2.
 Due to the unique circumstances concerning the value and safe use of the Laguna Beach State Property and the welfare of pedestrians near State Highway Route 133, also known as Laguna Canyon Road, the Legislature finds and declares that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution.
