SB-1450 Public postsecondary education: fees: summer terms or sessions.(1999-2000)



As Amends the Law Today


SECTION 1.

 Section 66025.3 is added to the Education Code, to read:

66025.3.
 Systemwide fees charged to matriculated students at the University of California and the California State University for instruction during summer terms or sessions shall not exceed any fees charged to matriculated students for equivalent instruction during other academic terms or sessions.
SEC. 2.
 The sum of twenty-four million dollars ($24,000,000) is hereby appropriated from the General Fund to the Controller for allocation as follows:
(a) Twelve million dollars ($12,000,000) to the University of California for the 2000-01 fiscal year for the purpose of reimbursing the university for fiscal losses resulting from any fee reduction required by Section 66025.3 of the Education Code, as added by Section 1 of this act. This allocation is contingent upon the implementation of the fee reduction by the Regents of the University of California.
(b) Twelve million dollars ($12,000,000) to the California State University for the 2000-01 fiscal year for fiscal losses resulting from any fee reduction required by Section 66025.3 of the Education Code, as added by Section 1 of this act.
SEC. 3.
 This act shall become operative on July 1, 2000, or on the date on which it is chaptered, whichever occurs last.
SEC. 4.
 This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:
So that the fee adjustments enacted by this bill may be in effect for the beginning of the 2000–01 academic year, it is necessary that this act take effect immediately.
