AB-279 California Spaceport Authority.(1993-1994)



As Amends the Law Today


SECTION 1.
 The Legislature finds and declares as follows:
(a)  Vandenberg Air Force Base, located in the County of Santa Barbara, is recognized as the best location in the United States for polar orbit commercial space activities. Vandenberg Air Force Base possesses, for that purpose, all necessary infrastructure, and an experienced pool of engineers, scientists, and other support personnel, as well as access to universities, colleges, and research centers.
(b)  Commercial space activities should be encouraged as a way to stimulate the California economy and replace the thousands of aviation and defense-related jobs that have recently been lost in this state.

SEC. 2.

 Section 15333.3 is added to the Government Code, to read:

15333.3.
 (a)  The Western Commercial Space Center, a nonprofit corporation, is designated as the California Spaceport Authority to provide the support and unique services required for the development of commercial launch, manufacturing, and academic and research operations related to space flight.
(b)  The California Spaceport Authority shall be the official recipient of federal grants for space related studies, services, infrastructure improvements and modernization, and defense transition programs to the extent permitted by federal law.
