An act relating to pupil instruction, and making an appropriation therefor.

AB 1552, as amended, Limón. Pupil instruction: Native American studies: model curriculum.
Existing law requires the Instructional Quality Commission to develop, and the State Board of Education to adopt, modify, or revise, a model curriculum in Native American studies. Existing law encourages, beginning in the school year following the adoption of the model curriculum, each school district and charter school that maintains any of grades 9 to 12, inclusive, that does not otherwise offer a standards-based Native American studies curriculum to offer a course of study in Native American studies based on the model curriculum. Existing law makes the implementation of these provisions subject to the receipt of funds for these purposes.
This bill would appropriate $800,000 from the General Fund to the state board State Department of Education to fund the development by the commission and the adoption, modification, or revision by the state board of a model curriculum in Native American studies.

Funds appropriated by this bill would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution.

The people of the State of California do enact as follows:


SECTION 1.

 (a)The sum of eight hundred thousand dollars ($800,000) is hereby appropriated from the General Fund to the State Board Department of Education to fund the development by the Instructional Quality Commission and the adoption, modification, or revision by the state board of a model curriculum in Native American studies pursuant to Section 51226.9 of the Education Code.

(b)For purposes of making the computations required by Section 8 of Article XVI of the California Constitution, the appropriation made by subdivision (a) shall be deemed to be “General Fund revenues appropriated for school districts,” as defined in subdivision (c) of Section 41202 of the Education Code, for the fiscal year in which the appropriation is made, and included within the “total allocations to school districts and community college districts from General Fund proceeds of taxes appropriated pursuant to Article XIII B,” as defined in subdivision (e) of Section 41202 of the Education Code, for the fiscal year in which the appropriation is made.
