Senate Concurrent Resolution No. 34
CHAPTER 101

Relative to PTA Day.

[ Filed with Secretary of State  July 12, 2017. ]

LEGISLATIVE COUNSEL'S DIGEST

SCR 34, Allen. PTA Day.
This bill would declare February 17, 2017, as PTA Day, commend the Parent Teacher Association on the occasion of its 120th anniversary, and encourage all California residents to attend and participate in the celebration of this commemorative event.
Fiscal Committee: NO

WHEREAS, PTA Day recognizes the substantial role that the Parent Teacher Association (PTA) has played locally, regionally, and nationally in supporting family engagement and the work it has done on behalf of all children and families; and
WHEREAS, PTA Day is a time to reflect and take pride in the PTA’s numerous accomplishments and for it to renew its commitment to be a powerful voice for all children, a trusted resource for parents, and a strong advocate for public education; and
WHEREAS, The PTA has been instrumental in establishing programs and services to improve children’s lives, including, but not limited to, the advancement of parent and family engagement, child labor laws, public health services, the juvenile justice system, and school safety, the creation of kindergarten and hot-and-healthy lunch programs, and the growth of arts in education; and
WHEREAS, The founders of the PTA, Phoebe Apperson Hearst and Alice McLellan Birney, and the founder of the State of Georgia’s Congress of Colored Parents and Teachers, Selena Sloan Butler, were women of imagination and courage who understood the power of individual action, worked beyond the accepted barriers of their day, and took action to literally change the world; and
WHEREAS, These remarkable individuals had a simple idea—to improve the lives and futures of all children—and as much as other conditions in the nation have changed, that idea has not, as PTAs keep it alive; and
WHEREAS, Founded in Washington, D.C., as the National Congress of Mothers, the PTA celebrates the 120th anniversary of its founding on February 17, 2017; and
WHEREAS, Since its inception in 1897, the PTA has stood firm in its purpose of advocating for the education, health, and well-being of all children, and in recognition thereof, it is indeed deserving of the appreciation and recognition of the public; and
WHEREAS, Today, the PTA is the largest volunteer child-advocacy organization in the United States, and its members represent the ethnic diversity of the nation and come from the ranks of traditional families, single-parent households, blended families, grandparents, and other caring adults who, together, continue to serve as the conscience of the country for children and youth; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby declares that February 17, 2017, is recognized as PTA Day, commends the association on the occasion of its 120th anniversary, and encourages all California residents to attend and participate in the celebration of this commemorative event; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
