An act relating to housing, and making an appropriation therefor.

AB 72, as introduced, Santiago. Attorney General: enforcement: housing laws.
Existing law provides that the Attorney General has charge of all legal matters in which the state is interested, except as specified.
This bill would appropriate $____ from the General Fund to the Attorney General to fund the Attorney General’s duties in enforcing specified laws relating to housing. The bill would require the Attorney General to report to the Assembly Committee on Housing and Community Development and the Senate Committee on Transportation and Housing on or before December 31, 2018, and each year thereafter on the expenditure of the funds.

The people of the State of California do enact as follows:


SECTION 1.

 (a) The sum of ____ dollars ($____) is hereby appropriated from the General Fund to the Attorney General to fund the Attorney General’s duties in enforcing the following:
(1) Housing element statutes (Article 10.6 (commencing with Section 65580) of Chapter 3 of Division 1 of Title 7 of the Government Code), focusing on jurisdictions that have failed to adopt a housing element pursuant to that law or have failed to implement a rezoning program to comply with the rezoning requirements of that law.
(2) The Housing Accountability Act (Section 65589.5 of the Government Code).
(3) Chapter 4.2 (commencing with Section 65913) of Division 1 of Title 7 of the Government Code.
(4) Section 65863 of the Government Code.
(5) Chapter 4.3 (commencing with Section 65915) of Division 1 of Title 7 of the Government Code.
(6) Article 8 (commencing with Section 54220) of Chapter 5 of Part 1 of Division 2 of Title 5 of the Government Code.
(7) Section 65008 of the Government Code.
(8) Section 65868 of the Government Code.
(b) The Attorney General shall report to the Assembly Committee on Housing and Community Development and the Senate Committee on Transportation and Housing on or before December 31, 2018, and each year thereafter on the expenditure of the funds pursuant to this section.
