To the Members of the California State Senate: I am returning Senate Bill 487 without my signature. This bill requires the Department of Water Resources (DWR) to conduct aerial surveys of the snowpack in the Sierra Nevada and Cascade Range and the Klamath-Trinity Mountains. While improving California's snowpack survey will improve our understanding of the patterns of snow accumulation and help us develop better forecasting tools for snow melt runoff, this bill results in significant General Fund cost pressures of approximately $150 million over the next decade. Therefore, it should be considered as part of the budget. Sincerely, Gavin Newsom |
